The energy market is undergoing profound change, in which centralized architectures are giving way to decentralized systems, and heavily dependent on information technologies and IoT. At the same time, local sustainable energy markets are beginning to gain importance, which are expected to be strongly rooted in community values.

In this context, the HCB is seen as a local community made up of consumers (buildings, street lighting, EV charging, etc.), producers (buildings) and storage (stationary and dynamic batteries) of electricity. It therefore represents an ecosystem of excellence that will allow the design and testing of the implementation of new disruptive technologies and a local electricity market guided by the principles of energy efficiency and demand management, orchestrated as a whole through the application of Artificial Intelligence and Machine Learning. In addition, it is intended that this ecosystem will also make it possible to assess the relevance of local electricity markets, as elements of a central market for auxiliary services in the context of the national electricity system.

The creation of an Energy Community, which places the citizen at the center of the transition to a carbon neutral society, thus intends to strengthen the role of HCB as a place of excellence to test and demonstrate technologies aimed at energy sustainability, which is strongly leveraged by digitization.

This experimentation will also be essential to inform the climate action policies and strategies of the municipality of Lisbon, namely within the scope of its community strategy for solar energy, while inspiring in relation to the energy efficiency of public infrastructures and the multiple use of energy for services to the citizens.
